The Papua New Guinea Extractive Industries Transparency Initiative (PNGEITI) is an entity established by the Government to promote transparency and accountability in the revenue it receives from the extractive industries and how it spends. PNGEITI is part of a global initiative known as the Extractive Industries Transparency Initiative (EITI).

The PNGEITI is overseen by a Multi-Stakeholder Group (MSG), comprising representatives from government, civil society and the extractive industry companies. The PNGEITI National Secretariat is an administrative body responsible for the day-to-day operations and implementation of the policy decisions and directives of the MSG.

With the increase in the cope of operations, the National Secretariat is now seeking applications from suitably qualified individuals to fill in this vacant positions. 

 Duties and Responsibilities:

  • Provide technical support to the Head of National Secretariat and the Policy Officer;
  • Provide technical research and analysis of EITI Data;
  • Prepare ministerial briefs, statements, press releases, talking points, presentations and updates on EITI implementation activities for the Treasurer and Chairman of PNGEITI MSG and Head of Secretariat;
  • Draft NEC Information papers and policy submissions for legislative and policy changes arising from EITI annual report recommendations, reports from external consultants and the Technical Working Groups and sub-committees;
  • Draft relevant sections of the PNGEITI annual reports including Minister’s foreword, MSG Statements and quality check and editorial work on the contextual part of the reports;
  • Ensure closer working relation with relevant officials from EITI International Secretariat in Oslo, Norway, regional offices, other relevant international organisations and EITI implementing countries on a regular basis;
  • Conduct research on topics of interest and assist EITI staff and consultants in the conduct of their duties;
  • Liaise closely with mining, petroleum, oil and gas industries and relevant government institutions and agencies on issues relating to revenue and benefits streams and other broader policy and technical issues that may affect the extractive industries;
  • Liaise closely with government departments and agencies , private sector industries and civil society organizations involved in the PNGEITI activities;
  • Liaise and work with the Communications and Media Officer in keeping, maintaining and updating the PNGEITI data base and other electronic files;
  • Regularly monitor the National Secretariat work plan and ensure Key Performance Indicators (KPIs) are implemented as planned; and
  • Perform such other duties as directed by the Head of Secretariat through the MSG.

Selection Criteria:

  • Bachelor’s Degree in Economics, Law, Public Administration, Public Policy or a related field;
  • Must have at least 5 years of relevant work experience in the Public Sector, particularly hands on experience in policy formulation, public sector reforms and must understand the public service machinery, systems and processes;
  • Must have some experiences in either in oil, gas or mining sector and can be able to work with both government institutions, extractive companies and civil society organisations to work through technically complex issues that may arise in the extractive industries;
  • Must have advanced skills in researching and high level report writing;
  • Must have superior computer skills (able to troubleshoot) and knowledgeable in programs such as excel, power point, MS word and all other MS applications;
  • Must possess good English communication skills, both oral and written;
  • Must be able to coordinate programs and activities with government agencies, companies, and stakeholders and have team building and problem solving skills; and
  • Any other duties as required.

  • Oversee the development and implementation of effective outreach and engagement and related crisis management systems and processes
  • Coordinate and respond to external / internal enquiries on PNGEITI and related policies, regulations and other guidelines
  • Record the discussions and decisions of the PNG EITI National Secretariat during meetings, outreaches and other engagement activities including PNGMSG meeting minutes for stakeholder review
  • Facilitate all PNGEITI information sessions, training, and follow-up sessions to include needed logistical, scheduling, facilities, materials, promotion, confirmations, tracking, evaluation support or services
  • Ensure effective management of information flows between the National Secretariat, PNGMSG and external stakeholders
  • Draft articles, develop content and new tools for the PNGEITI website
  • Manage the production of documents, publications and other communication materials
  • Monitor media coverage and identify communication opportunities for promoting PNGEITI
  • Support Communications Officer to manage PNGEITI’s internal communication tools, including intranet, pamphlets, brochures, newsletters, posters, etc and any required contracting relationships with IT service providers

Selection criteria:

  • Bachelor’s Degree in Information and Communication Technology (ICT), Journalism, Communication, Marketing, Law, Economics or other relevant related field
  • 3 – 5 years’ experience working in a communications, media or related role
  • Strong and proven experience with web and social media
  • Fluency in written and spoken English and Tok Pisin
  • Experience with design, including Adobe, Desktop Publisher and Photoshop software
  • Strong communications and problem solving skills
  • Knowledge of PNG’s media landscape

PNGEITI is part of a global initiative known as the Extractive Industries Transparency Initiative (EITI).

With the increase in the scope of operations, the PNGEITI National Secretariat is now seeking applications from suitably qualified individuals to fill the following vacancies.

PROGRAM COORDINATOR

Main Duties and Responsibilities:

  • Oversee all international development partner (IDP) coordination, meetings, events, consultations and programs and projects, and maintenance of effective special projects and administrative files and records, joint coordination meetings and joint events and activities;
  • Initiate and develop project funding proposals, plan and manage external financial grants and budgeting activities in compliance with external donors and development partners’ requirements;
  • Coordinate and closely liaise with EITI international office, EITI Asia Pacific Regional office as well as other EITI countries on EITI implementation activities including global conference events, meetings, workshops, webinars, on-line meetings and other engagement programs;
  • Coordinate all PNGEITI membership subscriptions, international engagements, meetings, familiarise with the Requirements of the EITI Global Standard to ensure EITI implementation in PNG is consistent with the requirements of the EITI Standard;
  • Contribute to quarterly newsletter production, Annual Activity Reports, industry employment surveys and other reports and publications as required from time to time;
  • Assist in compiling, proof reading and undertaking quality checks and editorials on the financial reconciliation parts of PNGEITI reports, the newsletters and other reports and publications by the Secretariat; and
  • Perform such other duties as directed by the Head of Secretariat or a senior Secretariat staff.

Selection criteria:

  • Bachelor’s Degree in Public Policy and Administration, Business Communication Development Economics or other relevant related fields acceptable to the Secretariat
  • 3 – 5 years’ experience working in similar fields, preferably working with donors and development partners and international development programs and projects;
  • Excellent written and spoken English – should have good report writing skill and designing financial and project proposals;

MEDIA AND COMMUNICATIONS OFFICER

Main Duties and Responsibilities:

  • Assist implement and manage media and communications plans and strategy for the Secretariat;
  • Oversee the development and implementation of effective media/public relations activities and related management systems and processes;
  • Facilitate all PNGEITI information sessions, training, and follow-up sessions to include needed logistical, facilities, materials, promotion, confirmations, tracking, evaluation support or services
  • Ensure effective management of information flows between the Secretariat, the stakeholders, development partners, project consultants and other external stakeholders;
  • Draft articles, develop contents and new tools for the PNGEITI website and to ensure the website is regularly updated/upgraded, modernised and formatted, consistent with that of the EITI International Secretariat website;
  • Manage and develop PNGEITI’s internal and external communication tools, including intranet, pamphlets, brochures, newsletters, posters, etc and any required contracting relationships with IT service providers;
  • Develop and implement regular PNGEITI outreach and roadshow programs including press releases, interviews and other external engagements in liaison with development partners and civil society organisations and industry companies; and
  • Responsible for maintaining and uploading PNGEITI products including; newsletters, reports, press releases, press releases, media statements, advertisements, articles and such other products onto the website on a regular basis as part of information dissemination to the public.

Selection criteria:

  • Bachelor’s Degree in Information and Communication Technology (ICT), Journalism, Communication, Marketing or other related fields
  • 3 – 5 years’ experience working in a communications, media or related field

ADMINISTRATION ASSISTANT

Main Duties and Responsibilities:

  • Assist in organising meetings and appointments and taking minutes of stakeholders and Secretariat meetings and keep records of meeting attendances;
  • Assist in reception, secretarial and administrative duties including; copying, scanning and binding documents for meetings and dissemination to stakeholders;
  • Organise logistics for duty travels for Secretariat staff and stakeholders for meetings, outreaches, consultations, roadshows and conferences;
  • Maintain files and records and other office procedures (e.g., timesheets);
  • Procure, purchase and manage Secretariat’s stationary, equipment and outreach and promotional materials; and
  • Assist Finance and Administration Officer on corporate or administrative tasks as required such as banking, IRC taxation, staff superannuation and general administration and financial matters.

  • Minimum of Diploma in office administration or related fields
  • 2 – 3 years of experience in general office administration

Finance Officer

Duties and Responsibilities:

  • Oversee all financial management, financial reporting, and compliance functions and obligations of the Secretariat;
  • Develop, plan and manage the Secretariat’s financial and budgeting activities including drafting high-quality financial proposals and submissions to secure external fund from donors, development partners and corporate sponsorships;
  • Manage Secretariat staff payroll, manage petty cash, processing of taxes and superannuation payments;
  • Support implementation of effective administrative and human resources strategies; maintain staff files and records;
  • Monitor and review staff terms & conditions, making recommendations for changes where appropriate;

  • Raise payment vouchers and submit to the Head of Secretariat for clearance, and update cash book report and contract ledger after payments have been made;

 The ideal person should have:

  • A degree or diploma in finance and accounting or such other related field;
  • 3–5 years experience in financial management and accounts operation in a small office environment;
  • Well-developed and demonstrated coordination, team building, analytical and problem-solving skills;
  • Computer literate in Microsoft Office word and excel spreadsheet (proficiency in relevant financial software is desirable e.g. ANZ Transactive Banking).
  • Familiar with staff payroll software, preparing regular financial reports and familiar with PNG Income Tax and Superannuation laws.

PNGEITI Administrative Officer – vacancy has been filled

This vacancy has been filled. The National Secretariat has recruited an Administrative Officer towards the end of January, 2020. 

 

Terms of Reference

The PNG Extractive Industries Transparency Initiative (PNGEITI) is an independent body established by the PNG Government to promote transparency and accountability of revenue it receives from the mining and Oil & Gas Sectors and  how it spends these funds. PNGEITI is part of a global best practice standard known as the Extractive Industries Transparency Initiative (EITI) that promotes good governance in the extractive sector.

In EITI implementing countries, companies involved in the extractive natural wealth (oil, gas and minerals) industries are required to report on what they pay to the governments and governments are required to publish what they receive from these companies in a given financial year. These financial data are then reconciled by an independent administrator and are published in the annual EITI Reports for public information.

The PNGEITI is governed by the PNG Extractive Industries Multi-Stakeholder Group (MSG), comprising of representative from relevant government, civil society and industry companies. The Chair of the MSG is the Minster for Treasury. The PNGEITI National Secretariat is a small office responsible for providing technical and administrative support to the MSG by implementing the policy decisions and directives of the MSG

The PNGEITI National Secretariat is seeking to recruit a qualified person to fill the position of Administrative Officer

Purpose

The position of Administration Officer of the Papua New Guinea Extractive Industries Transparency Initiative (PNGEITI) exists to cover all aspects of PNGEITI’s Administration matters. The Administration Officer is also the Personal Assistant to the PNGEITI Head of National Secretariat and is responsible for liaising with the Director in organising all appointments, meetings and other engagements.

 Duties and Responsibilities:

 Organise meetings, appointments, events and take minutes of meetings;

  • Organise and coordinate travel and other logistical arrangements for secretariat staff, MSG and the technical working group;
  • Maintain files, records and other office procedures (e.g., timesheets);
  • Purchase, manage and maintain stationary supplies, equipment and assets
  • for the office;
  • Provide reception duties and secretarial support including; typing, copying and\ assistance with the preparation of written correspondences, briefs, minutes, memos and reports;
  • Organise duty travels and logistical arrangements for Secretariat staff and members of the PNGMSG, both internally and externally;
  • Provide overall administrative support to the PNGMSG, Technical Working Group (TWG), the Head of the National Secretariat and staff;
  • Use a range of office software including email, spreadsheets and databases;
  • Provide day to day secretarial and personal support to the Head of the National Secretariat; and
  • Other corporate or administrative support as required.

 Selection Criteria:

 Skills and Knowledge

    • Proficient in the English language, both written and spoken;
    • Well developed and demonstrated administrative skills;
    • Computer literacy in Microsoft Office (proficiency in relevant financial software is desirable);
  • Educational Qualifications
    • Diplomas or Higher Certificates in Human Resource Management, Public Administration, or related fields;
  • Experience
    • At least 2 – 3 years of experience in Office Administration;
  • Technical Expertise
    • Some experience in organising staff travels and other logistical arrangements; and
    • Hands on experience in organising meetings, conferences, workshops, trainings, etc.
