STAKEHOLDER & GENERAL PUBLIC NOTICE
ON PAPUA NEW GUINEA EXTRACTIVE INDUSTRIES TRANSPARENCY INITIATIVE (PNG EITI) COUNTRY VALIDATION 2018
Extractive Industries Transparency Initiative (EITI) is a global standard that seeks to promote open and accountable management of revenues generated from extractive sector activities. It also seeks to strengthen government and company systems and processes, inform public debate and enhance trust among different stakeholders. The EITI is implemented in 52 countries including PNG and it has made significant contributions to improved governance of the extractive industries.
Upon signing up as a Candidate Country, it is required under the EITI Standard for a country to be validated after a period of 3 years, in order to obtain ‘Compliant’ status. The International EITI Board confirmed at its meeting in October 2016, that PNG would undergo Validation under the EITI Standard beginning 1 April 2018.
WHAT IS VALIDATION
Validation is an essential feature of the EITI process. It is intended to provide all stakeholders with in impartial assessment of whether EITI implementation in a country is consistent with the provisions of the EITI Standard.
A Validation Report will, in addition, address the impact of the EITI in the country being validated, the implementation of the activities encouraged by the EITI Standard, lessons learned in the EITI implementation, as well as any concerns stakeholders have expressed and recommendations for future implementation of the EITI.
The key steps in the Validation Procedure include;
· Pre-validation preparation
· Initial Assessment – Desk Review, data collection and stakeholder consultation undertaken by the EITI International Secretariat
· Independent Validation
· International EITI Board Review and Decision on Validation
This notice serves to inform all PNGEITI Multi Stakeholder Group (MSG) members, Non-MSG representatives from Government, Industry & Civil Society, Development Partners, Donors, Media bodies and other relevant stakeholders of the PNGEITI process that PNG’s Validation will officially commence as of 1st April 2018 and for a period of 6-8 months. Furthermore, we are seeking your participation in the Stakeholder Consultation phase of the Validation process. A draft schedule for these consultations has been done up by the PNGEITI National Secretariat and will be circulated along with Official Invitations to Stakeholders. The Stakeholder consultations will run from 30th April to 11th May, 2018.
