Lucas Alkan
Head of Secretariat

Mr Lucas Alkan was appointed as Head of the PNGEITI National Secretariat by the PNGEITI Multi-stakeholder Group (MSG) in 2015. Mr Alkan has been responsible for establishing the National Secretariat Office and has been supporting the MSG in implementing the EITI in Papua New Guinea. Mr Alkan manages the day to day operations of the Secretariat office and liaises closely with the MSG, development partners, donors, the EITI International Secretariat and other stakeholders on EITI implementation activities.

Prior to joining the PNGEITI National Secretariat, Mr Alkan served the PNG Department of Treasury for 16 years as the Assistant Secretary for Fiscal Policy in the Economic Policy Division. He also served the World Bank in Washington DC, USA for 2 years as an Advisor to the Executive Director for East Asia and the Pacific.

Mr Alkan holders a Master Degree in Public Policy from the University of Tasmania, Australia and a Bachelor of Economics Degree from the University of Papua New Guinea.

Christopher Tabel
Communications Specialist

Mr Christopher Tabel is the Communications Specialist with the PNGEITI National Secretariat. He joined the Secretariat in 2016 and is responsible for managing and coordinating external and internal communications for the Secretariat and the MSG.

Prior to joining the Secretariat, Mr Tabel had work experiences in various roles in the government, resource industry and the civil society. His recent employment was with the Kokoda Initiative as the Communications Officer. He also worked with FHI360 as Strategic Behaviour Change Communications officer, New Crest Mining Ltd Lihir Operations and did his cadet journalist training with The National and The Sunday Chronicle newspapers.

Mr Tabel has a Bachelor Degree in Communication Arts from the Divine Word University, Papua New Guinea.

Vaieke Vani
Technical Officer

Mr. Vaieke Vani is the Technical Officer with the PNGEITI National Secretariat. He joined the National Secretariat in 2017 and is responsible for policy and technical matters relating to EITI implementation.

Prior to joining the Secretariat, Mr Vani served for over 6 years with the PNG Department of Treasury as a Senior Economist in the Revenue Policy Branch of the Macroeconomic Policy Division.

Mr. Vani holds a Bachelor Degree in Economics from the University of Papua New Guinea.  He also attained a number of specialized trainings conducted by the International Monetary Fund (IMF) in USA, Singapore, Fiji, Indonesia and the Philippines during his career in the public sector.

Francis Diakon
Procurement Officer

Mr Francis Diakon is the Procurement Officer with the PNGEITI National Secretariat. Prior to joining the Secretariat in 2016, he worked with the PNG Department of Provincial and Local Level Government Affairs and the PNG Department of Education as a Procurement Officer. At the Secretariat, Mr Diakon coordinates and oversees the procuring of PNGEITI Annual Reports and other EITI commissioned projects. He manages service contracts and procures goods and services consistent with the PNG Government Procurement Guidelines and Tendering process.    

Mr Diakon holds a Bachelor Degree in Education from the Divine Word University, Papua New Guinea.

Delka Kemba Rinny
Finance Officer

Mrs Delka Kemba Rinny is the Finance Officer in the PNGEITI National Secretariat. Mrs Rinny joined the Secretariat in 2016 and is responsible for managing finances, payroll, preparing financial reports and budgets for the Secretariat.

Prior to joining the Secretariat, Mrs Rinny worked with the Department of Education as the Programme Estimate Accountant under the Dept. of Education. She also worked as the Non state Actors (NSA) Assistant Accounts Officer with the Rural Water Supply and Sanitation Programme under the Dept. of Health.

Mrs Rinny holds a Bachelor Degree in Accounting and Management from the Pacific Adventist University, Papua New Guinea. She is currently undergoing a PNG Certified Practicing Accountants (CPA) qualification.

Liyasi Taligatus Numaralai
Administration Officer

Miss Liyasi Taligatus Numaralai works as the Administration Officer for the PNGEITI National Secretariat. She joined the Secretariat in 2016 and is responsible for managing and overseeing the day to day office functions and administration matters.

Prior to joining the Secretariat, Miss Numaralai worked as the Corporate Support Officer for Kenmore Limited performing similar administrative duties.

Steven Tai
Driver

Mr Steven Tai is the Driver for the PNGEITI National Secretariat. Prior to joining the Secretariat he worked with Y.S Enterprise as the Administration Driver for 4 years. He was also employed as the Administration Driver with Zion Zeal Christian School for 5 years.
